Policy Master Document – Revised September 4th, 2011 The revised Master Document below contains a set of inter-related template agreements (Registrant, Acceptable Use, Privacy and WHOIS). The document is meant to be a practical guide to the implementation of the COCCA best practice policy framework for the administration Top Level Domains (TLDs). Overview: The CoCCA framework is an Acceptable Use Policy (AUP) based framework with registry-level AUP enforcement. The revised policy template addresses both the practice of registrant established "sub-registries" and seeks pro-active measures the registry may take to maintain trust in the TLD. The AUP polices apply recursively - to all domains that end in the TLD suffix. Registrant managed lower level registries - often with many thousands of subordinate domains, significantly complicate AUP enforcement. Sub-licensed / registrant created domains do not appear in the TLD registry and cannot be suspended individually. The only enforcement tool the TLD manager has is to suspend the higher-level domain, with the effect of suspending all the sub-licensed domains. The revised policy explicitly prohibits sub-licensing. Under the revised policy, the registrant (as a condition of their license) grants the TLD manager or its agents and a right to access, monitor and scan content, providing such scanning is for the purpose of identifying internet security vulnerabilities or the presence of malicious software or content capable of causing harm or disruption to the systems of other Internet users.
